1.0 INTRODUCTION

1.1 The Federal Capital Territory Administration (FCTA) has provisions in the Financial Year (FY) 2025 FCT Statutory Appropriation Act for the Provision of Security Services for the Abuja Rail Mass Transit Phase 1 (Lots 1A & 3) for the FCT Transportation Secretariat.

1.2 Accordingly, in line with the Public Procurement Act, 2007 competent and interested Companies are hereby invited to submit Technical and Financial bids for the Security Services. The Details of the Projects and Tender Identification Number (TIN) are as follows:

2.0 PREQUALIFICATION/ ELIGIBILITY REQUIREMENT

All interested companies are to submit copies of the following documents and the original to be made available for sighting during due diligence exercise.

a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC 2 and CAC7. Business Name is also acceptable;

b. Evidence of company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for three (3) years (2023, 2024 and 2025) valid till 31st December, 2026;

c. Evidence of Pension Clearance Certificate as provided in Section 16Subsection 6 (d) of the Public Procurement Act, 2007 valid till 31st December, 2026. (This requirement is only applicable to bidders whose number of staff is 15 and above in line with the PENCOM Act. However, bidders with less than 15 (fifteen) staff are to provide a Sworn Affidavit to that effect).

d. Evidence of Industrial Training Fund (ITF) Compliance Certificate in Compliance with ITF Act, 2011 as amended valid till 31st December, 2026. (This requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50,000,000.00 (Fifty Million Naira) and above. However, bidders with less than 5 (five) staff or the bidder’s annual turnover less than N50,000,000.00 (Fifty Million Naira) are to provide a Sworn Affidavit to that effect).

e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.

f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026 or valid Certificate issued by BPP.

g. A recently Sworn Affidavit disclosing (Date not earlier than the date of this advertisement and addressed to FCTA):

i. Whether or not any officer of the relevant committees of the Federal Capital Territory Administration (FCTA) or Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

ii. That the company is not in receivership, insolvency or bankruptcy; and

iii. That the company does not have any Director who has been convicted by any court in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety.

PROVISION OF RICE PROCESSING EQUIPMENT IN NASARAWA THROUGH MATCHING GRANT

1. The Federal Government of Nigeria has received (or in appropriate cases “has applied for”) financing from the International Fund for Agricultural Development (IFAD), the financing of which is being administered by Value Chain Development Programme-Additional Financing (VCDP-AF) (“the client” or “procuring entity”), and intends to apply a part of the proceeds to the financing of this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Value Chain Development Programme-Additional Financing (VCDP-AF).

2. The Value chain Development Programme –Additional Financing focuses its intervention on the agricultural sector with emphasis on addressing constraints along the Cassava and Rice Value Chains. Component 1.2 of the Programme is centered on support to Market Infrastructures for small holder production to enhance productivity. The Provision of Rice Processing centers is to ensure value addition and improvement of quality of processed rice and Component 2.2 also centered on Support to smallholder production. The expected outcome is to increase incomes and enhance food security for rural poor households engaged in production; processing and marketing of rice in the targeted LGAs of the nine targeted states on a sustainable basis. Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth.

3. This IFB follows the General Procurement Notice that appeared on the IFAD website on 20th October, 2015, the United Nations Development Business (UNDB) website on 20th October, 2015, and a national newspaper The Nation, Sun and Daily trust Newspapers on 21st October, 2015

4. The employer now invites sealed bids from eligible entities (“bidders”) for the execution and completion of PROVISION OF RICE PROCESSING EQUIPMENT IN NASARAWA THROUGH MATCHING GRANT which are being bid as a unit price contract based on the bill of quantities.

5. This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.

All Grace Energy Limited (AGEL) holds 100% participating interest and serves as the field’s designated operator. AGEL invites reputable, competent, experienced, and duly registered Nigerian oil and gas contractors to submit technical and commercial proposals for Drilling Waste Management Services. Services must comply with Nigerian laws, environmental regulations, HSSE requirements, Nigerian Content obligations, and procurement guidelines.

2. SCOPE OF WORK
The contractor shall provide all materials, labour, certified equipment and logistics required for the safe collection, containment, transport, treatment and disposal of drilling waste, including WBM/SOBM cuttings, brine, oily wastewater, contaminated sand and deck runoff. The contractor shall supply skips, transfer trucks, closed cuttings transfer systems, dewatering equipment, treatment chemicals, laboratories, incinerators and thermal desorption units, all certified by NUPRC. Treated waste shall be analysed, documented and reported in line with EGASPIN and NUPRC requirements. Secondary waste shall be transferred to an engineered landfill, while drill-site and camp-site remediation shall restore affected areas to their natural condition. 2.0 SCOPE OF WORK

Land Survey Services
a) Planning and specification of land survey requirements in line with project design needs.
b) Validation of topographic survey data.
c) Processing, interpretation, and analysis of land survey data to support engineering design.
d) Development of survey drawings, maps, and profiles for design purposes.
e) Generation of longitudinal profiles, and cross-sections for pipelines, roads, and utilities.
f) Identification of site constraints and physical features impacting design.
g) Preparation of survey reports and documentation to support design.

Hydrographic Survey Services
a) Planning and specification of hydrographic survey requirements in line with project design needs.
b) Validation of bathymetric survey data.
c) Processing, interpretation, and analysis of hydrographic data for engineering applications.
d) Development of charts, seabed profiles, and cross-sections for marine and coastal design.
e) Identification of underwater features, obstructions, and constraints affecting design.
f) Support for design of marine infrastructure such as jetties, dredging works, and shoreline protection.
g) Preparation of hydrographic survey reports and supporting documentation.

PACKAGE C: GEOTECHNICAL INVESTIGATION SERVICES
a) Planning and specification of geotechnical investigation scope in line with project design requirements.
b) Supervision, coordination, and validation of field investigation and laboratory testing activities.
c) Interpretation and analysis of subsurface data to develop geotechnical models and ground profiles.
d) Assessment of soil and rock parameters for engineering design purposes.
e) Development of design recommendations for foundations, pavements, earthworks, and marine structures.
f) Evaluation of bearing capacity, settlement, slope stability, and ground improvement requirements.
g) Identification of geotechnical risks and provision of mitigation measures for design and construction
h) Preparation of geotechnical reports and design basis documentation to support engineering decisions.

Note:
The three (3) service packages under this Expression of Interest shall be treated as separate packages. Interested companies shall apply separately and ONLY for the package(s) for which they possess the requisite relevant experience, technical capability and competence. Each application shall clearly identify the specific package being applied for and demonstrate compliance with the requirements applicable to that package.

3.0 MANDATORY REQUIREMENTS
Only companies considered to have met NLNG’s pre-qualification requirements will receive further communication from the Company, including invitations to tender for the architectural, infrastructural and building design support services. Interested companies are required to submit a comprehensive response to this Expression on Interest (EOI) including the specified information and supporting documents for evaluation. Failure to provide any of the listed requirements may result in disqualification from the process.

a. Certificate of Incorporation.
b. Certified True Copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c. Certified True Copy of Form CAC 2 (statement of Share Capital and Return on Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, submission of the entity’s most recent status report disclosing the full ownership structure up to and including the ultimate beneficial owner(s) is mandatory.
d. Copy of Memorandum and Articles of Association
e. Tax Clearance Certificate for previous three (3) years (2022, 2023, 2024).
f. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. The most recent audited financial statements must have a financial year-end date not more than eighteen (18) months prior to the date of submission of the Expression of Interest (EOI).
g. Current/valid Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Consultancy Services (Major Category).
h. Health Safety & Environment (HSE) Policy Statement and/or Management System.
i. Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Management System.
j. A letter of reference/support from a bank or reputable financial institution.
k. A detailed record of relevant experience over the last five (5) years demonstrating capability to deliver the required services. This should be supported with verifiable evidence such as contracts, award letters, purchase orders and work completion certificates. Submissions must clearly indicate the client’s name and contact details, project location, and the value or volume of services executed.
l. Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
i. CV of management team
ii. CV of key technical personnel within the organisation available for the work.
m. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below].
