INTRODUCTION:
The National Office for Technology Acquisition and Promotion (NOTAP) is a Parastatal under the Federal Ministry of Science and Technology) established by law and charged with the responsibility of Regulating and Monitoring of Technology Transfer into Nigeria, and Building Models for Commercialization of Viable Domestic R&D Results and promotion of Indigenous capabilities. 1.0 INTRODUCTION
The Institute for Peace and Conflict Resolution (IPCR), committed to the peaceful coexistence of Nigerians and entire humanity, supports Government’s efforts at preventing, mitigating and peacefully resolving conflicts. 3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents for pre-qualification and tender:
a. Evidence of Certificate of incorporation issued by Corporate Affairs Commission;
b. Valid Company’s Income Tax Clearance Certificate;
c. Evidence of compliance with Pension Fund – PENCOM;
d. Evidence of compliance with Industrial Training Fund (ITF) contribution;
e. Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF);
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by the BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirements;

h. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the amount stated in the bidding documents for the execution of the project when awarded;
i. Valid Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
• That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months;

1.0 INTRODUCTION
1.1 The University of Uyo (UNIUYO) intends to engage a qualified Facility Manager for the operation, management, and maintenance of its existing students’ hostels and other related facilities under concessionary agreements. The objective is to ensure efficient service delivery, improved living conditions, and sustainable facility management across the University’s campuses.
1.2 In furtherance of the above, the University of Uyo hereby invites suitable, reputable, and competent firms/consortia to submit Expressions of Interest (EOI) for the operation, maintenance, and management of existing students’ hostels and other facilities through a Public Private Partnership (PPP) arrangement.

2.0 SCOPE OF THE PROJECT
2.1 The scope of work covers the management of existing students’ hostels and other facilities through Operation, Management, and Maintenance/Concession Agreements. The selected firm/consortium will be responsible for delivering efficient facility management services, ensuring safety, functionality, and optimal performance of the hostels and associated infrastructure.

3.0 ELIGIBILITY REQUIREMENTS FOR INVESTOR
3.1 Legal Eligibility:
i. Provide Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7, or its equivalent for foreign firms.
ii. In the case of a consortium, evidence in the form of Letter of Association or Agreement (Joint Venture Agreement and/or Memorandum of Understanding/Memorandum of Agreement).
iii. Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the consortium.
