The UNITED STATES EMBASSY IN ABUJA has a requirement for a contractor to provide a one-week Armored Vehicle Defensive Driving Course for eight (8) drivers assigned to the DOW Walter Reed Program, Nigeria. Training must be conducted in the United States from October 12 to October 16, 2026.

We invite you to submit a proposal.  Questions regarding this solicitation must be submitted in writing to AbujaProcurement@state.gov no later than September 4, 2026.

To ensure your proposal is valid, please adhere to the following quote submission guidelines:

  1. Technical Proposal: This must include
    1. Your methodology for fulfilling the requirements, including the course curriculum, classroom and practical/behind-the-wheel training hours, instructor-to-student ratio, and instructor qualifications and certifications;
    2. A performance schedule covering October 12–16, 2026, together with the training facility location and address, a description of the training track and armored vehicle fleet to be used, and any required student prerequisites, personal protective equipment, or medical clearances;
    3. Your performance history with valid contact information for past and current customers from the last three years, with emphasis on comparable armored vehicle/protective driving instruction delivered to U.S. Government or equivalent clients;
    4. Additionally, provide your UEI and proof of active registration in SAM.gov;
    5. Offers must remain valid for a minimum of 45 days from the submission deadline;
    6. f. Expected performance timeframe: All training must be delivered and completed during the period October 12–16, 2026. Certificates of completion for each of the eight (8) students must be issued no later than 10 calendar days after course completion.
  1. Price Proposal:
    • Provide a unique price for each line item in your quote (DO NOT provide a lump sum price quote). At a minimum, price the following separately: tuition/course fee per student for eight (8) students; vehicle and track usage fees; instructional materials; range/fuel and consumables; and any other applicable fees. Clearly identify any costs not included in your quote (for example, student travel, lodging, meals, or ground transportation), as the Government will arrange these separately unless otherwise stated.

OBJECTIVES
AFRICAN REINSURANCE CORPORATION (hereinafter referred to as “the Client”) invites qualified, experienced, and reputable vendors and contractors to submit proposals for the supply, delivery, and installation of interlocking gym floor mats at the Africa Re Office Building, located at Plot 1572/1573, Ralph Shodeinde Street, Central Business District (CBD), Abuja.

The primary objective of this project is to provide a safe, durable, and protective flooring surface for users of the gym facilities at the African Reinsurance Corporation’s (Africa Re) Head Office in Abuja, Nigeria.

On successful completion, the project is aimed to achieve the following:

a) Safety: Provides a non-slip surface that reduces the risk of slips and falls.

b) Impact absorption: Cushions the force of jumping, running, and dropped weights, reducing stress on joints.

c) Floor protection: Prevents scratches, dents, and cracks in the subfloor caused by heavy gym equipment.

d) Noise and vibration reduction: Minimizes noise from exercise machines and free weights, creating a more comfortable workout environment.

e) Comfort: Offers a cushioned surface that is more comfortable for standing, stretching, and floor exercises.

f) Durability: Withstands heavy foot traffic and repeated use in fitness facilities.

h) Equipment stability: Provides a stable base for gym equipment, helping prevent movement during use.

SCOPE OF SERVICE
UNINSTALL & REMOVE EXISTING GYM EQUIPMENT

The Contractor shall provide all labor, tools, equipment, and necessary supervision to safely uninstall and remove existing gym equipment to allow preparation and installation of the floor mat. The Contractor shall also take all necessary precautions to protect surrounding areas, including finished floors during the relocation works.

GENERAL CLEANING AND HOUSE KEEPING

The Contractor shall ensure thorough cleaning and preparation of the existing floor to allow for installation of the gym mat.

SUPPLY AND INSTALLATION OF GYM (SQUARE) FLOOR MAT

The Contractor shall supply PAVIGYM Extreme premium floor mat. Each unit shall be:

• Size: 100cm x !00cm

• Overall thickness 7mm

• Overall measurement 176.59sqm)

The Contractor shall submit product data sheets, test certificates, and samples for approval prior to procurement and delivery.

Summary

OBJECTIVES
AFRICAN REINSURANCE CORPORATION (hereinafter referred to as “the Client”) invites qualified, experienced, and reputable vendors and contractors to submit proposals for the removal of existing roof waterproofing felt and supply & installation of new waterproofing felt — Africa Re Head office, Lagos, located at Plot 1679, Karimu-Kotun Street, Victoria Island, Lagos, Nigeria.

The primary objective of this project is to restore and preserve the structural integrity, aesthetic quality, and weatherproofing performance of the roof concrete slap of the African Reinsurance Corporation’s (Africa Re) Head Office building in Lagos, Nigeria.

The objective of this Request for Proposal is to select a competent contractor to:

• Safely remove and dispose of the existing, degraded waterproofing felt on the roof;

• Prepare the roof deck/substrate to receive new waterproofing works;

• Supply and install new, high-quality waterproofing membrane in accordance with the technical specifications set out in this RFP; and

• Deliver a fully water-tight, tested, and warrantied roofing system with minimal disruption to ongoing office operations.
