INTRODUCTION
Gokana Local Government Council hereby expresses her intention to undertake procurement of works for the Construction of the aforementioned project and hereby invites competent and experienced contractors to submit BIDS.

PROJECT OBJECTIVE
To provide conducive Infrastructure to improve the well-being for indigenes, residents, individuals and organizations living and doing business in the Local Government Area.

PROJECT DESCRIPTION/SCOPE OF WORK

PROJECT: CONSTRUCTION of PALACE of GBENEMENE of GOKANA at GIO KOO COMMUNITY
DESCRIPTION: A Storey building on one suspended floor, consisting of substructure, superstructure, sand-crete blockwork, roof works, windows, doors, finely finished interior and exterior with elaborate external works amongst others is to be developed. The scope includes electrical, mechanical landscaping and horticulture works.

ELIGIBILITY CRITERIA:
Interested contractors/bidders in this field are required to submit the following:
1. Evidence of company registration with the Corporate Affairs Commission – Certification of Incorporation; Memorandum and articles of Association; CAC Forms Co7, C02 or CAC Form 1.1 and other relevant documentation.
2. Evidence of VAT registration and Tax registration number (TIN).
3. Detailed Company profile with registered address: not P.O.BOX, or P.M.B, functional email, telephone numbers and point of contact for the organization.
4. The Company’s Rivers State Development Levy receipts for three (3) consecutive years (year of tender inclusive) or intendment to pay.

The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Construction Supervision of the Design & Build Irrigation Schemes (Modernization and Expansion) across selected Irrigation schemes nationwide.

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. Under Sub-components 2.2 and 2.3 of the Project, the FGN seeks to rehabilitate and modernize irrigation and drainage infrastructure while improving irrigation management systems to enhance water delivery efficiency, expand command areas, and strengthen climate resilience.

Purpose of the Assignment

The modernization and expansion of the Irrigation schemes will be executed under a Design Build (DB) contractual arrangement governed by the FIDIC Yellow Book (2017 Edition). Due to the complexity of the DB modality, the Employer requires an independent and highly qualified Supervision Consultant (“the Consultant”) to act as the Employer’s Representative throughout the project life cycle.

The Federal Ministry of Water Resources and Sanitation, through the Federal Project Management Unit (FPMU) of the SPIN Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms must provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria

– The firm shall have a minimum of ten (10) years of demonstrated in experience providing construction supervision services for large scale infrastructure projects, Experience with Design Build (DB) or FIDIC Yellow Book based contracts is an added advantage.

– The firm shall demonstrate experience in the supervision (which includes experience in reviewing, verifying and approving detailed engineering designs during implementation of irrigation schemes/projects, including hydraulic, geotechnical, structural, electromechanical, and SCADA/telemetry systems) of at least three (3) irrigation projects of comparable scale and complexity within the past ten (10) years.

The Government of the federal Republic of Nigeria has received financing from the World Bank toward the cost of the Kebbi State Adolescent Girls’ Initiative for learning and Empowerment project (KBAGILE) and intends to apply part of the proceeds toward payments under contract for procurement of Desktop computers, printers, projectors, motorized projector screens and required applications, installation, labelling and distribution for digital literacy training to 50 schools under Kebbi AGILE. For this contract, the Borrower shall process the payment using the direct payment disbursement method as defined in the World Bank Disbursement Guideline for investment project Financing.

2. The Kebbi State Ministry of Education through the office of the Project Coordinator Kebbi AGILE now invites sealed bids from eligible Bidders for the activity, the procurement of Desktop computers, printers, projectors, motorized projector screens and required applications, installation, labelling and distribution for digital literacy training to 50 schools under Kebbi AGILE under Kebbi State AGILE. The delivery period is 90 days. The margin of preference shall not be allowed.

NB: Bidders wishing to offer unconditional discount will be allowed to do so, provided the discount is included in the Letter of Bid.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS) in collaboration with the Federal Ministry of Power (FMP), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Hydropower Public-Private Partnerships (PPP) Process and Guidelines Review.

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. The FGN through the development of a Hydropower Master Plan (HMP) seeks to increase collaboration between the FMWR&S and the FMP to attract private investment and partnerships in the hydropower sector. This requires an assessment of the existing legal, regulatory, institutional, and procedural frameworks governing private sector participation in the development and operation of brownfield and greenfield hydropower projects, to support efficient, transparent, and bankable implementation of the HMP.

Purpose of the Assignment

The consulting services (“the Services”) seek to engage a qualified and competent consulting firm (“the PPP Advisory Firm”) to assess the applicability and effectiveness of Nigeria’s existing PPP legal, regulatory, and institutional frameworks as they apply to hydropower project development, and to provide recommendations for their enhancement, subject to the approval of the Infrastructure Concession Regulatory Commission (ICRC). The assignment will further support institutional capacity building for relevant stakeholders to strengthen readiness for effective implementation of the Hydropower Master Plan.

The Federal Ministry of Water Resources and Sanitation in collaboration with the Federal Ministry of Power, through the Federal Project Management Unit (FPMU) of the SPIN Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms must provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the Services. The implementation period for this assignment shall be six (6) months from the date of contract signing.

1. The Federal Government of Nigeria/Kwara State Government has received financing from the Islamic Development Bank toward the cost of the Kwara State Special Agro-Industrial Processing Zone Project (SAPZ) and intends to apply part of the proceeds for:

2. The Kwara State Government through the Kwara-SAPZ now invites sealed bids from eligible bidders for the
