INTRODUCTION
The Federal Government of Nigeria has appropriated funds to the Federal Medical Centre, Epe, Lagos in the 2025 Fiscal year for the Procurement of Goods, Works and Services for the execution of policies, programmes and projects towards achieving the mandate of the Centre. In compliance with the provisions of the Public Procurement Act, 2007 and other extant guidelines for the award of contracts in the Federal Public Service, the Centre wishes to invite qualified experienced and competent Contractors to submit Expression of Interest/ Pre-qualification documents for the under-listed Project:

2. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement process:

a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1). Business Name with Form BN1.Status Report, Evidence of Current annual return filing.
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of ₦200 million.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is ₦50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;

1.1 The National Cereals Research Institute is the oldest Research Institute in the Country. The mission of the National Cereals Research Institute (NCRI) is to conduct cost-effective Agricultural Research towards sustainable Farming and National Resource Systems that will lead to increase in overall National Agricultural production with minimal negative effect on the Environment and disseminate appropriate technologies for their optimal utilization.
The crops for which the NCRI has national genetic improvement mandate include Rice, Soybeans, Beniseed, Sugarcane, Acha (Hungry Rice), Castor and Stevia; and it also has the overall farming systems and resources management research for the Central Zone of Nigeria comprising Benue, Kogi, Kwara, Nasarawa, Niger, Plateau, Taraba State as well as the Federal Capital Territory (FCT) Abuja.

Yet before these essential supplies can reach a warehouse, a health facility, or a child in need, they must first be cleared through customs quickly and efficiently. Delays at any point in the clearance process can disrupt critical programmes, slow emergency response efforts, and affect UNICEF’s ability to deliver life-saving assistance to vulnerable children and families across Nigeria.

UNICEF Nigeria invites qualified and experienced companies to express interest in providing Customs Clearance Services in support of its humanitarian and development programmes across Nigeria, with a view to establishing Long-Term Agreements (LTAs) for an initial period of two years, with the possibility of extension.
