1.0 INTRODUCTION
1.1 The National Water Resource Institute in furtherance to its statutory mandate intends to undertake the procurement of works/goods and services under its Y2025 Capital Appropriation in accordance with extant Provisional Section 25 of the Public Procurement Act 2007.
1.2 The Institute therefore invites all experienced and competent contractors with relevant experience for consideration for the execution of the following project.

2.0 SCOPE OF WORKS
2.1 The Project(s) title/brief scope of Works is as shown in the tables bellow:

3.0 ELIGIBILITY REQUIREMENT
Interested and competent contractors, suppliers wishing to carry any of the Projects under the above are required to submit the following documents in their Technical Proposals.
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including forms CAC1.1 or CAC2 and form CAC7.
b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three years valid till 31st December 2026;
c) Evidence Pension Clearance Certificate valid till 31st December 2026 (this requirement is for only applicable to a Bidders whose number of staff is 15 and above);
d) Evidence of Industrial Training Fund (ITF) Certificate valid till 31st December 2026 (this requirement is for only applicable to Bidders whose number of staff is 15 and above or the Bidder’s annual Turn Over is N50m and above);
e) Evidence of Nigerian Social Insurance Fund Scheme (NSITF) Certificate valid till 31st December 2026.
f) Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of the Interim Registration Report (IRR) expiring on 31st December, 2026 or Valid Certificate issued by BPP.
g) Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the NWRI or the BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan of financial liability with a bank or other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h) Company’s Audited Accounts for the last three (3) years (2023, 2024 and 2025);
i) Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of Project when needed;
j) Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity) executed in the last five (5) years including Letters of Awards, Certificate of Valuations, Job Completion Certificates and Photographs of the Projects;
k) Company profile with the Curriculum Vitae of the key staff to be deployed for the Project including copies of their Academic/Professional Qualifications (In case of construction COREN, QSRBN, ARCON, CORBON etc);
l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m) For joint ventures/partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner).
n) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letter headed papers must bear the names and nationalities of the Directors of the companies at the bottoms of the page duly signed by the authorized officer of the firm.
Note: that all documents/information required must be paginated, submitted in the sequence/order as listed at 3.0 above and clearly separated by dividers.

1.  BACKGROUND

The CENTER FOR HUMANITARIAN IMPACT AND DEVELOPMENT (C-HID) is a humanitarian and development organization committed to empowering communities for sustainable growth and strengthening the resilience and well-being of vulnerable and underserved populations.

C-HID works across key areas including Water, Sanitation and Hygiene (WASH), Food

Security and Livelihoods, Health and Nutrition, Protection, Education, Climate Action, Renewable Energy, environmental restoration and other community development interventions.

In the course of implementing its programmes and maintaining its organizational operations, C-HID requires the services of qualified, competent and reputable suppliers, contractors and service providers for the provision of various goods, works and services.

Accordingly, C-HID hereby invites suitably qualified and experienced companies, firms, businesses and service providers to submit applications for prequalification and inclusion in C-HID’s Approved Supplier and Service Provider Database for the remainder of the 2026 financial year.

Successful applicants will be considered for future procurement opportunities within their respective categories/lots during the validity of the prequalification/framework arrangement.

Prequalification does not constitute a contract, purchase order, guarantee of business, or commitment by C-HID to procure any minimum quantity or value from a prequalified supplier. Specific procurement requirements will be communicated through Requests for Quotations (RFQs), Requests for Proposals (RFPs), Purchase Orders, Call-Off Orders or other appropriate procurement mechanisms in accordance with C-HID’s procurement procedures and applicable donor requirements.

4. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 and CAC 7 or Status Report.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2023, 2024 & 2025 valid till 31st December, 2026 with a minimum average annual turnover of N20 million only.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (these requirements is only applicable to bidders whose number of staff is 5 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (these requirements is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 million and above).
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by Bureau of Public Procurement (BPP).
g. Evidence of Ownership or Memorandum of Understanding for the Lease of Plants, Machineries and Equipment for Operations (applicable to S/No: 2, LOT 2 only).
h. Sworn Affidavit from High Court or Court of Coordinate Jurisdiction.
i. Disclosing whether or not any officer of the relevant Committees of the University of Port Harcourt, Choba, Port Harcourt, Rivers State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
ii. That no Director of the company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
iii. That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
iv. That the Company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
i. Company Audited Accounts for the last three years 2023, 2024 and 2025 duly acknowledged by NRS.
j. Reference Letter from a reputable Commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the projects if the need arises.
k. Provision of current Bank Statement showing a minimum balance of 50% of the afore-said average minimum turnover.
l. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.,
m. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (2021 to date) including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each Joint Venture Partner).
o. Evidence of Original Equipment Manufacturers (OEM) Certificate from Manufacturers or Letter of Authorization from Representative(s) in Nigeria (applicable to S/No: 2, LOT 2 only).
p. All documents (Both Technical and Financial Bids) for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead Paper bearing amongst others; the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and E-mail Address. The Letterhead Paper must not bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
