The Government of Federal Republic of Nigeria has applied for financing in the amount of United States Dollars One Hundred and Fifty Million (US$150 million) from the Islamic Development Bank (IsDB) toward the cost of the Niger State Solar energy development project, Nigeria, and it intends to apply part of the proceeds to payments for the works, goods and services to be procured under this project. This project will be financed by the Islamic Development Bank (IsDB).

The project will include the following components;

Component B – Grid Interconnection and Evacuation Infrastructure,

The goods, works and services to be procured are as follows:

Procurement of contracts will be conducted through the IsDB’s Procurement Guidelines for the procurement of Goods, works and related services (April 2019 edition, revised in February 2023), and is open to all eligible bidders as defined therein and detailed below. Similarly, Consulting Services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 Edition, revised in February 2023).

Scope of Services

The successful vendors will be prequalified to supply high-quality Automotive Gas Oil (AGO) to KNCV Nigeria offices and approved project locations on an as-needed basis. The scope includes:

  • Supply of high-quality diesel that complies with applicable Nigerian regulatory standards.
  • Timely delivery to designated KNCV Nigeria locations.
  • Provision of delivery notes, invoices, and product quality documentation where applicable.
  • Capacity to respond to emergency fuel requests within agreed timelines.
  • Consistent availability of products throughout the contract period.

Prequalification does not constitute a guarantee of contract award. Vendors who are successfully prequalified may be invited to participate in subsequent Requests for Quotations (RFQs) or Requests for Proposals (RFPs) during the validity period of the prequalification.

Eligibility Requirements

Interested vendors must submit the following documents:

  1. Company profile detailing relevant experience.
  2. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
  3. CAC Status Report or Evidence of Beneficial Ownership.
  4. Valid Tax Clearance Certificate for the last three (3) years.
  5. Valid Tax Identification Number (TIN).
  6. Value Added Tax (VAT) Registration.
  7. Evidence of registration with relevant regulatory authorities.
  8. Bank reference letter issued within the last six (6) months.
  9. Audited Financial Statements for the last two (2) financial years.
  10. Evidence of similar supplies executed within the last three (3) years (purchase orders, contracts, or completion certificates).

Section 1 — Introduction

The CENTRE FOR ADVOCACY, TRANSPARENCY AND ACCOUNTABILITY INITIATIVE (CATAI) is a Nigerian humanitarian civil society organisation implementing the FCDO COMPASS Year 2 project in conflict-affected communities of Borno, Adamawa, Sokoto and Zamfara States.

Women and girls in Bama, Banki, Gwoza, Ngala, Damasak and Madagali continue to face heightened risk due to limited access to essential hygiene materials and dignity items. CATAI is procuring 900 dignity kits to support their hygiene, safety and well-being, and to contribute to the prevention of Gender-Based Violence (GBV) risks.

CATAI invites tenders from eligible, reputable and competent companies for the supply and delivery of the items described in Section 3 of this document, in accordance with the eligibility requirements set out in Section 4.

CATAI reserves the right to revise this timeline. Any revision will be communicated in writing to all bidders.

Section 3 — Scope of Supply

The successful bidder shall supply, assemble into complete dignity kits, and deliver all items listed in the Bill of Quantities below to all six delivery locations: Bama, Banki, Gwoza, Ngala, Damasak and Madagali. Prices quoted must be Delivered Duty Paid (DDP) — fully inclusive of packaging, loading, transportation, offloading and handling to each location. CATAI will not pay any separate transportation, freight or logistics charge; bidders must factor all such costs into their unit prices.

All items must be new, of good quality, durable and fit for purpose. The bidder shall assemble all 19 items per beneficiary into one complete dignity kit bag (Item 4) before delivery. Bidders are required to submit physical samples of each item with their tender.

1.0 INTRODUCTION
The Rivers State Universal Basic Education Board (RSUBEB) has received funds from Rivers State government and the Universal Basic Education Commission (UBEC) for 2023, (3rd -4th Qtr.), 2024 (1st- 4th Qtr.) and 2025 (1st – 2nd Qtr.) from the FGN/UBE Intervention Fund towards the cost of Universal Basic Education (UBE) Intervention Projects in the State and intends to apply part of the Funds to cover eligible payment under the following contracts headings viz: Construction and Renovation of blocks of classrooms, construction of block wall fencing and landscaping, procurement and distribution of pupils/students desk and teachers furniture, TLMs, Social Mobilization, Quality Assurance and ICT Improvement all for ECCDE, Primary and JSS schools in the State, for which this Invitation to Tender is issued.
