The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project. The Gombe State Government, through the Gombe State SPIN Project Implementation Unit (SPIU), is implementing the Project in the State and intends to apply part of the proceeds for consulting services for the preparation of an Environmental and Social Impact Assessment (ESIA) and a Resettlement Action Plan (RAP) for the rehabilitation of the Balanga Dam Irrigation Scheme and associated dam infrastructure in Balanga Local Government Area, Gombe State.
1. Background
Balanga Dam (9°54’22″N, 11°32’09″E) is an earth-fill dam (72.6 x 10^6 m^3 storage; 40 m high; 180 m crest) built in 1982–1985 on the River Balanga, a tributary of the Gongola River. The scheme has a design command area of 4,000 ha (about 2,200 ha developed under Phase I and 1,800 ha planned under Phase II) within an irrigation potential of about 11,000 ha. The proposed Design and Build works include rehabilitation of the dam embankment, spillway, intake and outlet works; about 22 km of main canal, 35 km of secondary and 96 km of feeder canals; about 220 km of drains; two night storage reservoirs; about 56 km of inspection roads; land development, in-field drainage, flood control and ancillary works.
2. Objectives and Scope of the Assignment
The consultancy comprises two (2) assignments:

i. Reconstruction of the First 2.8km of Okwetolor Road from Warri/Sapele Road, Okpe Local Government Area.
ii. Construction of Oginibo/Ohwahwa Road, Ughelli South Local Government Area.
iii. Construction of Ikhidero Crescent from Shell Road to Okirigbagha Road Junction by Powerline Road, with a Spur at Edijala Street/Rehabilitation and Asphalt Overlay of Okirigbagha Road, Sapele, Sapele local Government Area.
iv. Rehabilitation and Asphalt Overlay of Egborode-Mereje Road, with a Spur, Okpe Local Government Area.
2. Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba, upon non-refundable payments of the prescribed fee as contained in 3(v) and 3(xv).
3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificates, including pension and NSITF for Limited Liability Companies;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N1,000,000.00 for the projects;

The Federal Government of Nigeria has received financing from the World Bank towards the cost of the Accelerating Nutrition Results in Nigeria (ANRiN) Project 2.0. and intends to apply part of the proceeds for payments under the contract for Basic Package of Nutrition Services: -Micronutrient Powder. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing (IPF), except for those payments, which the contract provides to be made through letter of credit.
2. The Federal Ministry of Health and Social Welfare – Accelerating Nutrition Results in Nigeria (ANRiN) Project now invites sealed Bids from eligible Bidders for the procurement of commodities to provide a Basic Package of Nutrition Services:- Micronutrient Powder. The description of goods is provided in Section II –Bid data sheet (BDS) ITB1.1 and the distribution to end lines is on Annex1 attached to the bidding document. Application of margin of preference of 15% will be applied for locally produced goods meeting the margin of preference requirement of the procurement document.
3. Bidding will be conducted through International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
