1.0 INTRODUCTION
1.1 The Nigerian Law Reform Commission was established in 1979 by the Nigerian Law Reform Commission Act Cap N118 LFN 2004 amended by the Nigerian Law Reform Commission Act 2022. The function of the Commission as set out in sections 5 and 7 of the Act is generally to research, take and keep under review all federal laws with a view to their systematic and progressive development and reform in consonance with the prevailing norms of the Nigerian society.
1.2 The Federal Government of Nigeria has provided funds in the 2026 Appropriation Act for the Nigerian Law Reform Commission. The Commission in pursuit of its mandate hereby requests interested and experienced Suppliers, Contractors/consultants to submit Expression of Interest (EOI)/Tenders for the following projects:

(a) Evidence of certificate of incorporation issued by the Corporate Affairs Commission(CAC), including Form CAC 1.1 or CAC2 and CAC7

(c) Evidence of current pension clearance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above)
(d) Evidence of current Industrial Training Fund (ITF) compliance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or whose annual turnover is 50m and above).

(f) Evidence of registration on the national data base of federal contractors, consultants and service providers by submission of interim registration report (IRR) – valid certificate issued by BPP (valid till 31st December, 2026)
(g) Sworn affidavit disclosing whether or not any officer of relevant committee of Nigerian Law Reform Commission or Bureau is a former or present director, shareholder, or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(h) Company’s audited account for the last three years 2023, 2024, and 2025
(i) Company profile with curriculum vitae of key staff to be deployed for the project including copies of their academic/ professional qualifications.
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years including letters of award, valuation certificates and job completion certificates
(k) Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
(l) Evidence of firm’s current registration with relevant regulatory professional body (ies) i.e (NIIDA)
(m) For joint ventures or partnership, memorandum of understanding should be provided ( CAC, tax clearance certificate, IRR, ITF certificate, Pension clearance certificate, NSIF clearance certificate and sworn affidavit are compulsory for each joint venture partner)

Note: All documents for submission must be transmitted with a covering/forwarding letter under the company’s or firm’s letter head paper bearing amongst others, the registration number (CAC), contact address, GSM number, e-mail address, the letter head paper must bear the name and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Companies are to collect the Standard Bidding Documents (SBD) from the Procurement Office on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Nigerian Law Reform Commission’s Remita account in any reputable Commercial Bank in Nigeria.

5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Prospective bidders are to submit bids in soft and hard copies. Two (2) hard copies each of the technical and financial bids with soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to Hon. Chairman, Nigerian Law Reform Commission 4th & 5th floor, Room 415, Central Business District, C&C Building, Federal Secretariat, Phase 3 Abuja and clearly marked with the Lot bidded for. 1. The “Federal Government of Nigeria” has received financing from the International Fund for Agricultural Development (IFAD), the financing of which is being administered by Kano State Programme Implementation Unit, SAPZ (“the client” or “procuring entity”), and intends to apply a part of the proceeds of the financing to this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Kano State Special Agro Industrial Processing Zones Programme.

2. The Special Agro Industrial Processing Zones Programme includes an agricultural enterprise development project. The overall goal of SAPZ is to realize a transformed rural economy in which the rural population can derive prosperity and equal benefits. The project development objective is to enhance income, food security and job creation for rural youth and women through Agric enterprise development on a sustainable basis in the Kano State of Nigeria.

3. This invitation for bids (IFB) follows the general procurement notice that appeared in Blueprint and Daily Trust newspapers on 4th March, 2026, on the IFAD website and on UNDB on 4th March, 2026. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of Procurement of toolkits for home gardening beneficiary households in Kano State as part of targeted nutrition support under WET season farming, to be delivered at Special Agro-Industrial Processing Zones Coordination Office, Kano State No. 127 T/G Shanu Beside Arewa Radio (Wazobia Cool FM) Farm Center Kano, within a delivery period of two weeks (14 days). 1. INTRODUCTION
The College of Education and Legal Studies, Nguru, Yobe State hereby invites reputable, interested, and qualified contractors to submit tender for the underlisted 2026 TETFUND LIBRARY DEVELOPMENT INTERVENTION PROJECTS of the College.

2. SCOPE OF THE PROJECTS: –
Lot 01: PROCUREMENT OF LIBRARY BOOKS
Lot 02: PROCUREMENT, INSTALLATION OF LIBRARY EQUIPMENT AND SOLAR POWER

3. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents in their technical bids:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
i. disclosing whether or not any officer of the relevant committees of the College of Education and Legal Studies, Nguru, Yobe State, Tertiary Education Tertiary Trust Fund (Tetfund) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s average annual turn-over of N300,000,000.00 and above- 2023, 2024 & 2025; applicable to Lot 1 only.
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc applicable to lot 2 only.
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. List of Plants/Equipment with proof of Ownership/Lease Agreement applicable to lot 2 only;
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

2.1 SCOPE OF WORK
Details of Scope of works for all the projects above shall be provided in the Tender (Bidding) documents

3.0 ELIGIBILITY REQUIREMENT
a. Evidence of Incorporation with Corporate Affairs Commission [CAC] including Form CAC02 and CAC07;
b. Evidence of Filling of C.A.C Annual Returns for the last three years i.e. 2023, 2024, 2025;
c. Evidence of Company Tax Clearance Certificate [TCC] for the last three [3] years valid till 31st December 2026 i.e. 2023, 2024, 2025;
d. Evidence of Pension Compliance Certificate [PenCom] valid till 31st December 2026;
e. Evidence of Industrial Training Fund [ITF] Compliance Certificate valid till 31st December 2026;
f. Evidence of Nigeria Social Insurance Trust Fund [NSITF] Compliance Certificate valid till 31st December 2026;
g. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report [IRR] expiring on 31st December 2026 or valid certificate issued by BPP;
h. Sworn Affidavit:
i. disclosing whether or not any officer of the relevant committees of the Nigerian Institute of Transport Technology, Zaria or the Bureau of Public Procurement is not a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid document are true and correct in all particulars;
ii. Sworn Affidavit certifying that the company is not in receivership, insolvency or bankruptcy;
iii. that no Director has been convicted in any country relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
iv. that the Company does not have existing loan or financial liability with a bank, other financial institutions or third party, that is classified as doubtful, non-performance, bad or worse repayment portion has been outstanding for the last Four (4) Months;
i. Companies Audited Accounts for the last three [3] consecutive years (2023, 2024, 2025);
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
k. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, CORBON, ARCON, etc.;
l. Verifiable documentary evidence of at least three [3] similar jobs executed in the last five [5] years including Letters of Awards, Valuation/Job Completion Certificates;
m. WORKS: List of Plants/ Equipment with proof of Ownership/ Signed Lease Agreement;
n. GOODS: Authorization letter from the Original Equipment Manufacturer (OEM);
o. CONSULTANCY SERVICES: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as MDCN, CMD, etc.;
p. Evidence of Registration as a consultant with Federal Ministry of Environment is compulsory for those bidding for EIA;
q. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, PenCom Clearance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR-BPP certificate & Sworn Affidavit are compulsory for each JV partner);
