The Federal University of Medicine and Medical Sciences, Abeokuta (FUMMSA), is a newly established Federal institution in Ogun State, compliance with the requirements of Federal Public Procurement Act Nigeria, whose establishing law was signed on 23rd February, 2023 by the National Assembly. The institution focuses on Medical Health sciences and allied professions. One of the mandate of the University is to encourage the advancement of learning and to hold out to all persons without distinction race, creed, sex or political conviction, the opportunity of acquiring a higher education in medicine and other health sciences. 1. ELIGIBILITY REQUIREMENTS
All interested Contractors are expected to submit the following documents duly signed by the authorised officer of the Firm. Failure to meet any of the requirements listed above will result in disqualification of the Bidder.

a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1 or CAC 2 and CAC 7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) year (2023, 2024 & 2025) valid till 31 December, 2026;
c. Evidence of current Pension Clearance Certificate valid till 31 December, 2026 with minimum average annual turnover of N50 million;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2026 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of compliance with Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2026 or valid Certificate issued by BPP;
g. Sworn Affidavit:

l. For Joint Venture/Partnership, Memorandum of Understanding(MoU) indicating Lead partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner);
m. Letter of authorization as representatives of the Original Equipment Manufacturers (OEMs);
n. Attach an undertaking on the Company’s Letter Headed Paper indicating willingness to work in areas with security challenges;
o.   9. Interested companies should provide evidence of accreditation by Nigerian Information Technology Development authority (NITDA) and the computer Professionals Registrations Council of Nigeria.
  10. Letter of Authorization as representative of the Original Equipment Manufacturers (OEMS) will be necessary.
  11. Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years, including letters of award, valuation certificates, job completion certificates, and photographs of the projects.
  12. All documents for submission must be transmitted with a covering/forwarding letter on the Company’s letterhead paper, bearing among other things the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and email address. 3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including form CAC 1.1 or CAC2 and CAC7:2
b. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years, valid till 31st December, 2025.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or a valid Certificate issued by BPP.
g. Sworn Affidavit
– Disclosing whether or not any officer of the relevant committee of the Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars.
– That no Director has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
– That the company is not in receivership, the subject of any form of insolvency bankruptcy proceedings or the subject of any form of winding up petition or proceedings
– That the company does not have existing loans or financial liability with the bank, other financial institution or third party that is classified as doubtful, nonperforming, bad or whose repayment portion has been outstanding for the last four months;
h. Company’s Audited accounts for the last three (3) years, duly acknowledged by the Federal Inland Revenue Services (FIRS);
i. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed
j. Company’s Profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic and professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificate, Job Completion Certificates and photographs of the projects
l. Interested bidders must have an annual turnover of a minimum N500M.
m. Bidders must also provide Original Equipment Manufacturer (OEM)
n. Works: List of Plants/Equipment with proof of ownership/Lease Agreement
o. For Joint venture/partnership, Memorandum of Understanding (MoU) should be provided, indicating among others the Lead partner. (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a covering/forwarding letter under the Company/ Firm’s Letter Head paper bearing, amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address, telephone number (preferably GSM No), e-mail address. The Letterhead paper must bear the Names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS

5. SUBMISSION OF TENDER DOCUMENTS
Prospect Bidders are to submit bids for the Lot, two hard copies (one original and the other copy), each of the completed Technical and Financial Bids, with a softcopy of the financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”, Thereafter, put the two sealed envelopes together in a bigger sealed envelope, with project name and Lot number clearly written on the top right-hand corner, addressed as returned to: The Vice Chancellor, Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, Administrative Building, 1st Floor, Right wing.
