1. INTRODUCTION
The High Court of the Federal Capital Territory in compliance with the provision of the Public Procurement ACT (PPA) 2007, invites Competent and Experienced Contractors/Consulting firms to apply for the under listed projects in the fiscal year, 2026.

Prospective Companies shall submit the following documents and without any of which the Company will automatically be disqualified:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including FormCAC1.1 or CAC2 and CAC7.
b. Evidence of Current Annual Returns to Corporate Affairs Commission.
c. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026.
d. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of Staff is 3 and above);
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 3 and above or the bidder’s annual turnover is N50m and above);
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the High Court of the Federal Capital Territory or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years -2023, 2024, 2025;
j. Bank Reference Letter addressed to the Chief Registrar, High Court of the Federal Capital Territory, Abuja from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional Qualifications such as Architect, Quantity Surveyor, Electrical Engineer, Mechanical Engineer and Civil Engineer.
l. Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as ARCON, QSRBN and COREN (applicable to Lot 1A & 1B).
m. List of Plants and Equipment with proof of Ownership/Lease Agreement (applicable to Lot 1A & 1B).
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years as Prime Consultant including Letters of Engagement, Valuation Certificates and Photographs of the projects (applicable to Lot 4).
o. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects (applicable to Lot 1A & 1B).
p. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner).
q. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

SECTION 1 — INTRODUCTION AND BACKGROUND

The Centre for Advocacy, Transparency and Accountability Initiative (CATAI), with support from the Danish Refugee Council (DRC) under the FCDO-funded COMPASS Project, is implementing protection monitoring and community-based protection activities in Bama, Banki, Ngala, Gwoza, Damasak and Madagali LGAs of Borno and Adamawa States.

To ensure timely and safe delivery of project activities — including protection monitoring, community sensitisation, data collection and beneficiary follow-up — CATAI requires reliable vehicle-hire services for the movement of staff and materials to and within the project locations. CATAI therefore invites eligible service providers to tender for the provision of these services in accordance with this Tender Document.

SECTION 2 — SCOPE OF SERVICES AND SCHEDULE OF REQUIREMENTS

The selected service provider(s) shall provide roadworthy vehicles with experienced drivers to support field mobility across the six (6) service locations for the contract period. The indicative schedule of requirements is set out below. Each location requires an estimated 128 service days (16 days per month over 8 months).

SECTION 3 — VEHICLE SPECIFICATIONS AND SERVICE REQUIREMENTS

The service provider shall, at its own cost, meet the following minimum requirements:

Provide vehicles suitable for field missions in hard-to-reach and rough-terrain LGAs.

Ensure that all vehicles are roadworthy, in good mechanical condition, and (where possible) air-conditioned.

Fit each vehicle with basic safety equipment — spare tyre, jack, fire extinguisher and first-aid kit — and functional seat belts for all passengers.

Provide experienced drivers who are familiar with the operational areas and the prevailing security context.

Ensure all vehicles have valid registration, insurance and roadworthiness certificates throughout the contract period.

Keep all vehicles fuelled, serviced and maintained at the service provider’s own cost.

Be flexible to respond to CATAI’s travel schedules, including weekend or emergency deployments where necessary.

Vehicle categories:

Tricycle (NAPEP) — for Bama, Banki, Ngala, Gwoza and Madagali: in good mechanical condition, with a competent, registered rider.

Saloon Golf Wagon or Mercedes Wagon — for Damasak: minimum 4 passenger seats, petrol with efficient fuel consumption, and not more than 8 years old.

SECTION 4 — ELIGIBILITY AND QUALIFICATION CRITERIA

To be considered, a vendor must satisfy ALL of the following mandatory requirements. Each requirement is assessed on a Pass/Fail basis; a single failure disqualifies the tender from further evaluation.

5	Verifiable evidence of a fleet capable of covering the required LGAs, with valid vehicle registration, insurance and roadworthiness particulars.
6	Signed Declaration of Impartiality, Confidentiality and Conflict of Interest (where required) and a signed Tender/Bid Submission Form.
7	Vendor not appearing on any debarment, suspension, sanction or ineligibility list.

1.0 INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCo), operator of the Oil Mining Lease 118 (OML 118) on behalf of itself and other Co-Venturers consisting of Esso Exploration and Production Nigeria and Nigerian Agip Exploration Company Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company Limited (NNPC) hereby invites reputable and competent registered Nigerian companies (NUPRC registered and licensed) with proven experience in the Provision of Completion Equipment and Associated Services listed in the scope of work below to apply for inclusion into the bid list of the tender.

2.0 SCOPE OF WORK/SERVICE REQUIREMENTS
Scope of activities under this contract include the following:

Equipment Supply:

Sub Surface Safety Valves (SCSSV) – tubing and wireline retrievable, including accessories

Gauges / downhole gauge systems and permanent monitoring equipment/downhole pressure and temperature monitoring equipment

Smart completion products; feed through Packers, ICVs etc.

Control line / TEC, centralisers, clamps, protectors, spoolers and accessories

Packers (permanent and retrievable including accessories; excluding P&A packers as applicable)

Tubing accessories: blast joints, flow couplings, telescopic joints, blanks, crossovers and pups

Flow control equipment: landing nipples, lock mandrels and accessories

Swellable products, latches, seals and mule shoes

Single Trip Completion Equipment including remotely activated valves and packers

Remotely Operated Completion System

Mechanical fluid loss control devices and isolation ball valves

Sand control equipment: screens (including shunted screens/OHGP systems), gravel pack packers, Multizone GP equipment and related components

Associated Services:

Engineering and technical support, equipment selection and modelling

QA/QC, testing, inspection, certification (pre-assembly and in-country)

Pre-assembly, make-up and pressure testing (onshore base)

Wellsite installation support

Planning, scheduling and interface coordination

Post-job reporting (installation, HSSE, deviations, NPT)

High Pressure Debris Removal, Filtration and wellbore cleanout services

Well stimulation with Wash Pipe Jetting tool

Long-term post-installation maintenance services

Remotely Operated Completion System (ROCS)

Single Trip Completion Services

Completion recovery services during P&A

3.0 MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be pre-qualified as an essential service vendor in any of the following product services:

1. BACKGROUND
The Federal Republic of Nigeria (FGN) has received Five Hundred Million United States Dollars (US$500 million) financing from the World Bank under the Distribution Sector Recovery Program (DISREP), through which the Bureau of Public Enterprises (BPE) will on-lend part of the proceeds to the Distribution Companies (DisCos) as a Shareholder loan to finance certain components of their Performance Improvement Plans (PIPs) prepared by the DisCos and approved by the Nigerian Electricity Regulatory Commission (NERC).

The financing will support contracts for:
a) Rehabilitation of Medium and Low Voltage Distribution Lines.
b) Rehabilitation and Expansion of Available Transformer Capacity.
Accordingly, Yola Electricity Distribution Company Plc, a licensed Electricity Distribution Company regulated by the Nigerian Electricity Regulatory Commission (NERC), invites qualified and reputable contractors to submit bids for eligible procurements under the DISREP PforR intervention.

2. SCOPE OF WORK
– Lot 1A: Procurement of Low Voltage (LV) Cables
– Lot 1B: Procurement of High Voltage (HV) Cables
– Lot 2: Procurement of Concrete Poles

Bidders may submit bids for one or more lots. Each lot will be evaluated separately.

3. ELIGIBILITY AND QUALIFICATION REQUIREMENT
Interested firms must demonstrate capacity and experience by submitting the following:

MANDATORY REQUIREMENTS
1. Certificate of Incorporation with the Corporate Affairs Commission (CAC) (Forms CAC 1.1 or CAC 2 & 7).
2. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years, valid till 31st December 2026.
3. Evidence of current Pension Compliance Certificate valid till 31st December 2026 (This requirement is only applicable to bidders whose number of staff is 15 and above).
4. Company’s/firm’s Audited financial statements for the last three (3) years (2023, 2024, 2025).
5. Evidence of VAT registration with TIN Number.
6. Evidence of Industrial Training Fund (“ITF”) Compliance Certificate valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
7. Evidence of Nigeria Social Insurance Trust Fund (NSITF) by inclusion of Certificate of Compliance valid until 31st December 2026.
8. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of valid Interim Registration Report (IRR) expiring 31st December 2026 or valid Certificate issued by BPP.
9. Evidence of being a duly established LOCAL CABLE manufacturing company with proven technical capacity, manufacturing capability, and extensive industry experience in the supply of electrical cables and conductors (For Lot 1A & 1B ONLY);
10. Valid membership and certification issued by the Cable Manufacturers Association of Nigeria (CAMAN) (For Lot 1A & 1B ONLY);
11. Evidence of valid Nigerian Electricity Management Services Agency (NEMSA) Electric Concrete Pole Manufacturers Certificate. (For Lot 2 ONLY)
12. Evidence of duly established concrete pole Manufacturing Plant based in YOLA, ADAMAWA STATE with proven weekly output production capacity of 250 – 300 Poles ((For Lot 2 ONLY)
13. Statement of eligibility confirming no conflict of interest and compliance with Extant Regulations or Sworn Affidavit
a. disclosing whether or not any officer of the relevant committees of the Yola Electricity Distribution Company Plc or the Bureau of Public Enterprises (BPE) is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
b. that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
c. that the company/firm is not in receivership, the subject of any form of insolvency or bankruptcy proceedings, or the subject of any form of winding up petition or proceedings.
d. that the company/firm does not have an existing loan or financial liability with a bank, other financial institution, or third party that is classified as doubtful, non-performance, bad, or whose repayment portion has been outstanding for the last four (4) months.

OTHER REQUIREMENTS
1. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating a willingness to provide credit facility for the execution of the project when needed.
2. Verifiable evidence of at least three (3) similar contracts executed in the past five (5) years, with supporting documents (Letters of Award, Valuation Certificates, Completion Certificates, etc.).
3. Proof of annual turnover of N250m and above.
4. Company profiles with details of key personnel including copies of their Academic/Professional qualifications.
5. Company’s signed Health, Safety, and Environment (HSE) policy and equipment.
6. Evidence of accreditation/registration with relevant professional bodies (COREN, NEMSA, NERC, SON, MAN, etc.)
7. Detailed delivery schedule plan.
8. Letter of undertaking that security issues would not be a challenge to work in Yola Electricity Distribution Company Areas of Franchise.

NOTE: All documents must be submitted under a covering letter on official company letterhead, showing RC number, contact address, email, phone number, and names/nationalities of directors. The letter must be signed by an authorised officer of the company.
